It is forbidden to build new lead storage batteries and lead-containing parts production projects in key areas for heavy metal pollution prevention and control. All new construction, reconstruction and expansion projects must have the source of total heavy metal pollutant emissions determined by the local environmental protection department above the provincial level. (2) 'List of Classified Management of Environmental Impact Assessment of Construction Projects' (Ministry of Environmental Protection Order No. 2) stipulated in Article 3 of environmentally sensitive areas at all levels and types of nature reserves, cultural reserves and other environmentally sensitive areas, as well as overall land use planning Within the protection scope of cultivated land and basic farmland, it is forbidden to build, renovate and expand the production projects of lead storage batteries and their lead-containing parts. Second, production capacity (1) Newly built, renovated and expanded lead storage battery production enterprises (projects), after completion, the annual production capacity of the same plant shall not be less than 500,000 kVAh (calculated based on a single shift of 8 hours, the same below). (2) Existing lead-acid battery production enterprises (projects) The annual production capacity of the same factory area should not be less than 200,000 kVA; existing commodity plates (referring to lead-acid battery plates sold externally in the form of battery accessories) production enterprises (Project), the annual plate production capacity of the same plant should not be less than 1 million kVAh. (3) New-type lead storage batteries such as winding, bipolar, lead-carbon batteries (super batteries), or production projects that use expanded (drawing, punching, continuous casting and rolling, etc.) grid manufacturing processes are not subject to Production capacity limitations. 3. Construction projects that do not meet the access requirements (1) Open-type ordinary lead storage battery (referring to a lead storage battery with an acid mist unfiltered straight structure, internal and external pressure consistent) production project. The existing open-type ordinary lead storage battery production capacity should be eliminated. (2) New, renovated and expanded commercial plate production projects. (3) Newly build, renovate and expand the production project of outsourcing commodity plates to assemble lead-acid batteries

(4) Newly built, renovated and expanded dry-type charged lead storage battery (the lead storage battery that does not contain electrolyte inside, and the plate is dry and in a charged state) production project. (5) Newly built, renovated and expanded lead storage batteries and their lead-containing parts production projects with a cadmium content higher than 0.002% (battery mass percentage, the same below) or an arsenic content higher than 0.1%. (6) The existing production capacity of lead storage batteries and their lead-containing components with cadmium content higher than 0.002% or arsenic content higher than 0.1% should be eliminated before December 31, 2013. 4. Process and Equipment Newly built, renovated and expanded enterprises (projects) and existing enterprises, process equipment and related supporting facilities must meet the following requirements: (1) The project should be equipped with process equipment and equipment that meet the relevant management requirements and technical specifications according to the production scale Energy-saving and environmental protection facilities with corresponding processing capacity. Energy-saving and environmental protection facilities should be regularly maintained and maintained, and daily operation and maintenance records should be kept. The engineering design and process layout design of new construction, reconstruction and expansion projects shall be undertaken by units with national approval for engineering design industry qualifications. (2) The process of melting lead, casting plate and lead parts should be located in a closed workshop, and the parts that generate smoke and dust in the lead melting pot and plate casting machine should be kept under partial negative pressure for production and connected to waste gas treatment facilities. The lead melting pot should be kept closed, and automatic temperature control measures should be adopted, and the feeding port should be closed when not feeding. It is forbidden to use open lead melting pot and manual casting process. New construction, renovation and expansion projects that adopt the gravity casting grid technology should realize centralized lead supply (referring to the use of one lead melting furnace to supply lead for two or more plate casting machines), and the existing projects using gravity casting grid technology should be Centralized lead supply will be realized before December 31, 2013.
